City of Carlton Budget Archive
The City of Carlton adopts a budget to guide its decision-making and execution of operating and capital plans. The budget is prepared at the direction of the City Manager and the Assistant City Manager to address the goals and objectives of the City Council and fulfill the service level expectations of its citizens and customers.
The State of Oregon, through state law, encourages public process and transparency of local government budgets. Oregon Revised Statutes (ORS 294) provide public participation and opportunities for public comment.
The Assistant City Manager presents the proposed budget to the Budget Committee for consideration, deliberation, and approval. This committee comprises five citizen members appointed by the City Council to staggered three-year terms and the City Councilors and Mayor. Public notice is provided, and testimony at these meetings is encouraged. Once the Budget Committee approves the budget, the Council considers, deliberates, and adopts the budget. Before their consideration, there is a public notice with a budget summary and several opportunities for public testimony. The Council may not change the budget by more than ten percent and may not increase taxes above that approved by the Budget Committee.
