Understanding My Water and Sewer Bill
The average water and sewer bill for Carlton residents is around $204.95.
SEWER
The sewer rates have two components: (1) base charge (does not include any usage), and (2) volume charge based on each households individual water consumption. Added together, these components make up the total sewer charge on your statement.
The sewer volume charge is based on the average water volume consumption during the winter months (December - February). This is known as "winter averaging." Beginning in March, through November, the sewer fee is adjusted using the winter average in cubic feet (cf), and the current wastewater volume charge per 100 cubic feet (CCF). You may see an increase or decrease in your sewer charges based on your water consumption in the winter months.
Why does the City use winter averaging?
Since the City does not have a way to account for the amount of wastewater you discharge, the City uses winter averaging as a fair way to charge for wastewater system use.
For the most part, residential wastewater use from December through February is confined to the inside of your residence. Water used inside the residence eventually becomes wastewater, and goes down the drains to the City wastewater treatment system. In the winter, residents are typically not watering their lawns, landscaping or gardening, washing their car, or using increased amounts of water for warm-weather activities.
The City has devised a way to figure your winter average:
- Add up the water readings for December, January, and February.
- Divide by three (3), rounding up to the nearest 100 cubic feet.
- For the remainder of the year, this average value (in cubic feet) is used as the volume in your wastewater billing calculation.

The City of Carlton treats drinking water for distribution to city residents. The collection of these charges is used to pay for the City's water treatment plant and its operations. The collected fees are held in the Water Fund.
